THE GOVERNMENT is dealing with criticism of its industrial emissions target by turning it into a bottom line instead of a goal .
Emissions intensity is the number of emissions for every unit of energy used. The draft Energy Efficiency and Conservation Strategy to 2022, released in December, drew fire for setting a target of improving intensity by 1 per cent a year, with critics calling it business-as-usual and asking for an absolute cut in emissions instead.
