The time is right for a recession-busting programme of infrastructure development such as mass home insulation, says a leading economist.
Dr Adolf Stroombergen of Infometrics says that projects like energy efficiency, roading and retrofitting houses makes sound economic sense in times like these, and will help New Zealand to weather the recession better than will tax cuts and low interest rates.
