Kyoto soil carbon rules don't fit NZ, says official

New Zealand would have to be able to use a base year other than 1990 if the country was to start accounting for soil carbon, says a senior government official.
Bryan Smith, the principal adviser on international climate change negotiations with the Ministry of Agriculture and Forestry, says that under current Kyoto rules, 1990 soil-carbon levels are used as a base-line.
