Market indifferent to commission’s advice

Last Wednesday, journalists covering the release of the Climate Change Commission’s draft advice on the second emissions plan had to surrender their cellphones during a seven-and-a-half hour lock-up, and were under a strict embargo to coincide with the closing of the secondary carbon market.
The implication was obvious: this was a potentially market moving event.
