The NZIER appears to expect a New Zealand Government to carry on regardless with an all-sectors, all-gases emissions trading scheme for 17 years – if the rest of the country’s competitors do not.
The modelling contained in its report released yesterday appears to be based on this so-far largely unreported assumption. It’s probably no wonder that says in its own report that “our assumptions have proved to be very controversial amongst industry and Government officials we have consulted with”.
