Offsetting OK ... but there's a catch

The owners of pre-1990 forests will be allowed to replant in another area without penalty under a National Government – but there could be be a price to pay.
The party announced this week that if re-elected, it will change the rules of the Emissions Trading Scheme so that the owners of forests planted before 1990 are no longer penalised if they replant in a different place.
