Work on market governance framework for ETS underway

The government is developing a market governance framework for the Emissions Trading Scheme. It is also progressing work on an optional exchange for the secondary market.
The market will be regulated by the Financial Markets Authority and allow the Environmental Protection Authority to collect information about trades.
