Parker says Smith wrong on grand-parenting phase-out

					Climate Change Minister David Parker says National spokesperson Nick Smith is wrong to suggest that the European Union (EU) is going to continue grand-parenting its high-emitting industries after 2020.
							
					Parker was responding to Smith’s claim in Carbon News last week that the EU emissions trading scheme (ETS) provides “no phase-out at all of their grand-parenting” – the system by which high-emitting industries are given carbon credits to cover a portion of their greenhouse gas emissions.
