THE GOVERNMENT is being accused of attempting to cook the books by changing the way in which carbon stored in trees is accounted for.
Under the international accounting rules New Zealand currently uses, plantation forests which have helped the country to meet its first two emissions reductions targets will become a liability from 2020 when they start being harvested.
