Parliamentary Commissioner for the Environment Dr Jan Wright has already warned that the Auckland suburb of Devonport will become an island, that Petone, parts of the Wellington CBD, South Dunedin and parts of Napier are vulnerable, and that the risk to Christchurch is even worse than it was because the recent earthquakes had lowered the level of many parts of the city.
