A paper released by the Ministry for the Environment as part of the current ETS review says that a combination of access to cheap international credits, the free allocation of credits to trade-exposed heavy emitters, a requirement for emitters to account for only half of their emissions, a carbon-price cap, and uncertainty over the future of the scheme meant there was little in the way of encouragement for businesses to reduce emissions.
