Treat agriculture like anyone else, says Caygill

Agriculture should not be treated any differently from any other trade-exposed industry, says the man who led the previous Emissions Trading Scheme Review.
David Caygill – a former Finance Minister – recommended in his 2011 review of the scheme that not only should agriculture be included in the scheme from this year, but that the point of obligation should be at the farm level, not the producer level, as the scheme originally had it.
