Australians shift on free emissions

The New Zealand Government is continuing to rule out free carbon credits to most sectors of the economy, despite a shift in thinking in Australia on the issue.
Australian Industry Minister Kim Carr has signalled that he is considering ways of protecting big emitters from some of the impacts of Australia’s emissions trading scheme, due to start in 2010, despite a recommendation in the Garnaut report , that emissions permits should be auctioned in high-energy sectors, such as coal-fired power stations, rather than handed out free.
