Why European carbon prices remain low

Carbon emission allowances in the EU Emissions Trading System plunged from €30 per tonne of carbon dioxide in June 2008 to €7 at the beginning of 2009. Prices have fluctuated around €5 ever since. (One euro = $NZ1.61)
