Government took easy option on forest credits

The Government feared that an “arbitrage loophole” allowing forest owners to move in and out of the Emissions Trading Scheme could cost it up to $231 million over the next two years.
But in addressing the problem, it opted for a policy it knew forest owners would consider unfair because other options were too much work, documents show.
