Govt explains arbitrage actions

The Government says it is targeting post-1989 forest owners with its anti-arbitrage moves because it is the only sector that can move in and out of the Emissions Trading Scheme.
A clause in the Budget Measures (Miscellaneous Fiscal Matters) Bill, introduced into Parliament last night, bans post-1989 forest owners exiting the scheme from using international Kyoto credits to meet their exit carbon obligations.
