Paper explains why public not consulted

The Government chose not to consult the public over its 2020 emissions reduction target, despite knowing that the target was inconsistent with three-quarters of earlier public submissions.
In August, the Government announced that New Zealand would commit to reducing greenhouse gas emissions to five per cent below 1990 levels by 2020.
