Emissions windfall drops … by millions

New Zealand’s emissions “windfall” has fallen to just $3 million because forests are being converted to dairy farms.
The position is better than the billion-dollar liability that the Labour Government was predicting in 2008, but still a far cry from the more than $400 million the National Government predicted in 2011.
