Depressed, depressed, and depressed sounds like a state of mind, and for some it could well be, but indications are that the erosion of the Emission Trading Scheme as a cost effective mechanism for reducing and abating greenhouse gas emissions is real and spreading across the planet.
The ending of the first commitment period of the Kyoto Protocol late last year, and the emergence of a second period for those countries who wish to remain committed to the protocol’s targets and obligations, has fragmented efforts to keep all countries linked to a global effort to reduce emissions, within an uncertain and fiscally vulnerable environment.
