Former Climate Change Minister Nick Smith admits that low carbon prices are sending “weak” market signals to emitters and foresters.
The Government MP for Nelson, who held the Climate Change portfolio from 2008 until earlier this year and was responsible for amendments to the Emissions Trading Scheme in 2009, says that the price collapse in the carbon market has taken everyone by surprise.
