In 2008, when the Emission Trading Scheme legislation was passed, a lot of attention was focused on those forest owners who still intended to change land use from forest to agriculture.
Of course, just prior to the enactment of the scheme there was a large amount of hasty forest clearing in both islands of the country before the deadline of January 1, 2008. Examples can be found in Canterbury and in the central North Island.
