Policy uncertainty makes for a foggy market

The New Zealand Government has confirmed that it is considering changes to the current Emissions Trading Scheme, and that the law and policy could be changed this year.
Given the ETS review last year, and with the New Zealand ETS phase II starting in 2013, this statement, by the then-acting Climate Change Minister, Craig Foss, last Thursday, came as no surprise.
