Big oil eyes free carbon permits in California

Oil refiners including Royal Dutch Shell and ConocoPhillips would be among the companies to get free pollution rights under California’s planned cap-and-trade programme for carbon dioxide and other greenhouse gases.
The proposed rules for the cap-and-trade programme, in which electricity companies, factories and refineries would buy and sell carbon dioxide permits, are to be unveiled today by the California Air Resources Board.
