Whitehall grabs billions from emissions scheme

The British government has carried out a $5.5 billion smash-and-grab on one of its predecessor’s more controversial market-based emissions reduction programmes.
The Treasury this week said that allowance sales for the CRC Energy Efficiency scheme will be delayed from 2011 to 2012, but revenues raised by them “will be used to support the public finances”, rather than recycled to businesses falling under the scheme.
