ETS changes leave Kiwis with $820m Kyoto bill

Changes to the Emissions Trading Scheme will leave the public with an $820 million deficit for the first commitment period of the Kyoto Protocol.
The changes made by the National-led Government after coming to power in 2008 included effectively halving the number of credits emitters would have to surrender in the initial years, and putting a $25 cap on the price of carbon.
