Japan's ETS plans hit electoral snag

An upper-house election in Japan has cast doubt on the government’s plans to develop an emissions trading scheme to meet an ambitious carbon reduction target.
The government of the ruling Democratic Party of Japan (DPJ), under the recently appointed prime minister, Naoto Kan, lost its majority in the upper house and must now negotiate with other parties to secure passage of legislation.
