US Senate bill toughens emissions target

The first draft of a US Senate climate bill, released yesterday by senators Barbara Boxer and John Kerry, includes a tougher 2020 target than its companion bill passed by the House of Representatives.
The Clean Energy Jobs and American Power Act sets reduction goals of 3 per cent below 2005 levels by 2012 and 20 per cent by 2020, rather than the 17 per cent by 2020 in the House bill that passed in June.
