African leaders want $67b-a-year in climate aid

African leaders meeting in Libya next week will consider a plan to ask industrialised nations to pay developing countries $67 billion a year as part of a common negotiating position for December’s climate talks in Copenhagen.
Industrialised countries from the US to Europe and Asia should lower their carbon output from pollutants by 40 per cent below 1990 levels by 2020, according to a draft of the African Union’s position.
