Smith cautious on methane in ETS, bi-party deal

The Government has a cautious view of bringing ruminant animal emissions into an emission trading scheme, says Climate Change Issues Minister Nick Smith.
He says: "We need to be very confident that we can technically make it work before we would want to include it in the New Zealand emissions trading scheme."
