New Zealand will need to cut greenhouse gas emissions by more than 20 per cent by 2020 to avoid damaging climate change, says a public policy expert.
Professor Jonathan Boston, director of the Institute of Policy Studies at Victoria University, says that the 10 to 20 per cent target reduction on 1990 levels of emissions will be useful at the negotiating table for a post-2012 climate change agreement.
