The Government aims to have an amended emissions trading scheme in place by December.
Climate Change Issues Minister Nick Smith told TVNZ's Q+A programme that while the National Party had promised during last year's election to have an amended scheme up and running in nine months, he goal was now the Copenhagen climate change talks in December - more than a year after National took office.
