The axe could fall on plans for a major new concrete manufacturing plant if the emissions trading scheme review committee does not heed industry warnings.
Holcim New Zealand has told the committee that it wants to build a world-class plant here, but that climate change policy could be the factor that decides whether the project goes ahead or not.
