Europe’s controversial trading system to cut carbon emissions is showing faint signs of working, according to analysis of preliminary figures released by the European Commission.
Emissions among industries covered by the EU system fell between 4 per cent and 6 per cent during 2008 compared with increases of roughly 1 per cent in the two previous years, according to analysts who reviewed the figures.
