The cost of implementing an emissions trading scheme is falling with the recession, says a prominent business adviser.
Julia Hoare, a partner and climate change team-leader at PricewaterhouseCoopers, told Carbon News that while some people were saying that the scheme should be delayed, the up-side of the economic downturn was a falling price for carbon.
