Emissions scheme 'sound', but Treasury issues warning

Treasury says that the emissions trading scheme is sound, and warns that giving “generous treatment” to emitters would simply transfer the costs to taxpayers.
In a briefing paper to incoming Finance Minister Bill English, released yesterday, the department warns that New Zealand is coming under increasing pressure from consumers who want environmentally friendly production, and says that international action on climate change is spreading and becoming more pressing.
