Garnaut bucks Wong’s exclusion of agriculture: wants all permits auctioned

Agriculture and forestry should be included in the Australian emissions trading scheme (ETS) despite Climate Change Minister Penny Wong’s preference for their exclusion, the Australian Federal Government’s principal climate change advisor, Professor Ross Garnaut says.
Garnaut, an economist, last Thursday released a discussion paper which called for the Australian ETS to be as broadly based as possible, though days earlier Wong had suggested that the participation or otherwise of agriculture and forestry – both central to the New Zealand ETS presently before Parliament – would be up to the respective industries.
