The Garnaut Climate Change Review has released its ETS discussion paper, which looks at which industries should be included in Australia's ETS, and issues like recycling revenue from the sale of emission permits.
The political acceptability of the introduction of the ETS would be enhanced by a government commitment to transparently return to the community all of the revenue generated by the sale of permits, the paper says.
