Officials untangle emissions and planning consent

OFFICIALS are working on national guidelines to help councils to deal with greenhouse gas emissions in planning processes and consents.
Local authorities have been banned since 2004 from considering climate change mitigation – ie reducing greenhouse gas emissions – when considering what sort of development should be allowed in their regions.
