RMA welcomes back greenhouse gas emissions

GREENHOUSE GAS emissions are set to come back into the Resource Management Act, making it compulsory for councils to consider climate change in granting resource consents.
Climate change mitigation has been specifically excluded from the RMA since 2004, as carbon pricing was expected to act as a disincentive to unnecessary emissions-intensive development.
