Parliament to have power over free credits

Parliament is to have the power to reject allocation plans for free carbon credits – a move which could expose heavy emitters to having to purchase 100 per cent of their credits at times.
The Government has agreed to change the process of setting allocation plans as part of negotiations with the Greens and New Zealand First for support for the bill.
