China, India face crticism over potent pollutants

The manufacturing of HCFC-22, a refrigerant used in air conditioners, releases a greenhouse gas byproduct. Reducing this gas would be one of the least expensive methods to address climate change.
A NEW STUDY suggests that China and India might not be living up to recent pledges to dramatically reduce emissions of a greenhouse gas nearly 13,000 times more potent than carbon dioxide.
