The Government's heavy climate-change work programme is putting pressure on officials, confidential papers show.
Last year, Treasury advised finance ministers against supporting a request from then-climate minister Paula Bennett for more money for the Ministry for the Environment, saying that work on cutting New Zealand’s greenhouse gas emissions could be delayed.
