No floor, but expect early action on carbon prices

The Government might intervene in the market to lift carbon prices before 2020, but it has no plan to introduce a price floor.
A consultation document released last night proposes replacing the current $25 fixed-price option with a more sophisticated instrument called a cost-containment reserve, which would see the Government increase the supply of units into the market when prices reached a certain level.
