Govt hears of pitfalls in property damage payouts

NEW ZEALANDERS' expectation of insurance payouts for property affected by the impact of climate change is stopping them from taking action to prevent it, the Government has been told.
And climate minister James Shaw fears that making a pot of money available to compensate people whose property is damaged will make the situation worse.
