EU e-affirms 20% GHG cut by 2020, new energy source goals

European Union countries agreed at a two day summit, ending Saturday NZ time, to climate change goals that include cutting greenhouse emissions by 20 percent from 1990 levels by 2020.
However, there was disagreement on whether to offer special conditions to major energy users to help manage climate change. The EU has earlier discussed making special emission credit allowances to protect the competitiveness of major energy using industries like steel, coal and cement.
