IF SIR GEOFFREY PALMER had had his way, New Zealand would have already cut greenhouse gas emissions by 40 per cent.
Instead, our emissions are 64 per cent higher than they were in 1990 (the international baseline year) and show no sign of dropping, despite our international pledges to bring them down.
