OFFICIAL advice on changes to the Emissions Trading Scheme has made its way from officials to ministers.
The so-called technical review – which has so far taken 20 months – looks at issues like the way that carbon stored in harvested wood is treated under the scheme, to penalties for non-compliance, and seeks to make it “fit” the requirements of the Paris Agreement.
