David Skilling: Debate is turning the public off.
New Zealand is skirting around the issues and failing to reach the consensus needed to deal with climate change, says the New Zealand Institute.
Chief executive Dr David Skilling told Carbon News that debate focused on jargon and the details of an emissions trading scheme was distracting politicians and turning the public off.
