Govt knew use of hot-air credits would draw fire

The Government was warned last year that New Zealand could face criticism for using hot-air credits to meet its 2020 emissions reduction target, documents show.
The issue came to public attention in April this year, when the Morgan Foundation released a report criticising New Zealand’s plan to use surplus credits from its 2013 target to meet the 2020 target.
