Officials tell why we need a carbon price floor

A carbon price floor would be challenging but would give businesses certainty and guarantee foresters a price that made planting trees worthwhile, officials told the Government.

“A floor price could be desirable to provide businesses with clarity on the bounds of carbon prices they may face in future, and/or provide benefits to foresters if it provides a minimum guaranteed price for forestry NZUs at a level that incentivises afforestation,” the Ministry for the Environment said in a September ministerial paper to then-Climate Change Minister Tim Groser and his associate, Simon Bridges.
